12,000-Pound Resident Allowance

The landfill page states that Kingsport city residents may use up to 12,000 pounds per fiscal year without a tipping fee and also references a 1,000-pound minimum. The fiscal year runs July 1 through June 30.

Minimum-charge wording is unclear: The current page does not fully explain how the 1,000-pound minimum is applied to a small load. Call the scale house before visiting when the load is light or when tracking the remaining annual allowance.

Bring proof of city residence, such as a current driver’s license or water bill.

Tire Drop-Off Rules

  • Tires must be off the rim.
  • Tires may be no larger than a 19.5-inch truck tire.
  • Fewer than six tires are listed at $5 each.

The City landfill page says televisions, monitors and laptops should go to a Sullivan County transfer station. The current recycling page separately says its electronics guidance does not include televisions.
